Ranking Members Shaheen and Warren Express Deep Concern Following Sanctions Reversal for Corrupt Hungarian Official

WASHINGTON—Today, U.S. Senators Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, and Elizabeth Warren (D-MA), Ranking Member of the Senate Committee on Banking, Housing and Urban Affairs released a statement following the removal of Hungarian official Antal Rogan from the U.S. Treasury Department’s sanctions list.

"The recent delisting of sanctioned Hungarian official Antal Rogan just three months after his initial designation erodes U.S. credibility on anti-corruption policy. President Trump’s 2025 National Trade Estimate Report on Foreign Trade Barriers acknowledged that ‘U.S. companies have expressed serious concerns that public procurements in Hungary are not always transparent and tend to favor either local or other non-EU countries, including China.’ The Department of the Treasury sanctioned Rogan precisely because administrators like him operate without transparency to line their own pockets at the expense of the United States and the people of Hungary. We urge the Administration to reconsider this decision until the Hungarian government starts respecting American businesses – a goal that the Administration purports to hold.  

“Moreover, the bipartisan Global Magnitsky Human Rights and Accountability Act requires that the President report to congressional committees of jurisdiction at least 15 days before a termination. The Senate Foreign Relations Committee and Senate Committee on Banking, Housing and Urban Affairs received no such notification. The Administration’s announcement violates the law. Secretary Rubio’s reported justification for the delisting does not adhere to the criteria set by Congress in statute. Until he has taken the proper steps to justify his move to Congress, this action is illegal.

“Delisting Rogan hurts American workers and helps Hungarian Prime Minister Viktor Orban take advantage of the United States for Beijing’s benefit. We call on President Trump to re-evaluate this decision.”
