WASHINGTON—Today, U.S. Senators Jeanne Shaheen (D-NH), Ranking Member of the U.S. Senate Foreign Relations Committee, and Thom Tillis (R-NC) led a bipartisan resolution acknowledging the third anniversary of Russia’s full-scale invasion of Ukraine. The resolution expresses the U.S. Senate’s unwavering support for Ukraine’s sovereignty and territorial integrity while condemning Russia’s illegal aggression and attempts to seize Ukrainian territory. It also commends NATO, the Ukraine Defense Contact Group and the international community for their continued efforts to support Ukraine’s defense and the protection of human rights on its territory, recognizes Ukraine’s democratic progress during wartime and emphasizes Ukraine’s right to be included in any discussions with Russia about its future. Along with Shaheen and Tillis, the resolution was co-sponsored by U.S. Senators Dick Durbin (D-IL), Roger Wicker (R-MS), Michael Bennet (D-CO), Chuck Grassley (R-IA), Chris Murphy (D-CT), Steve Daines (R-MT), Tim Kaine (D-VA), John Curtis (R-UT), Chris Coons (D-DE), Lisa Murkowski (R-AK), Sheldon Whitehouse (D-RI), Mitch McConnell (R-KY), Brian Schatz (D-HI), Susan Collins (R-ME), John Cornyn (R-TX) and Chris Van Hollen (D-MD).
“As Vladimir Putin’s illegal and brutal full-scale invasion enters its fourth year, I’m proud to introduce this bipartisan resolution that clearly states our unwavering support for and solidarity with the Ukrainian people and condemns Russia’s aggression,” said Ranking Member Shaheen. “During my recent visit to Ukraine with Senators Tillis and Bennet, we witnessed the Ukrainian Armed Forces’ determined resistance and the government’s commitment to democracy, despite constant Russian attacks. This resolution reaffirms our commitment to supporting Ukraine’s sovereignty, supports Ukraine’s Euro-Atlantic integration, and emphasizes the need for Ukraine to be at the negotiating table when determining its own future.”

“Three years ago today, Putin began his brutal, criminal invasion of Ukraine—which remains on the frontlines of democracy and transatlantic security,” said Senator Durbin. “With this resolution, we are reiterating bipartisan support for our Ukrainian allies. We must continue to reject Russian tyranny, or pay an even higher price later in damage to America’s reputation and security.”

“Three years ago, Vladimir Putin launched an unprovoked and brutal invasion of a free and democratic Ukraine. Since then, the courage and determination of the Ukrainian people have continued to inspire the world,” said Senator Curtis. “As negotiations to settle the conflict continue, we must ensure the outcome results in a sovereign and secure Ukraine and deters Russia’s territorial ambitions. As we mark this solemn anniversary, I will continue to support policies that strengthen Ukraine’s sovereignty, deter our adversaries, and keep our allies safe.”
“Putin’s inhumane and unprovoked attack on Ukraine started the largest war in Europe since World War II,” said Senator Grassley. “He has kidnapped children to brainwash them, and he has tortured and killed civilians. As we commemorate three years since Russia’s brutal invasion, Americans stand with the Ukrainian people in the pursuit of peace and an end to the bloodshed.”
“Three years ago today, Russian President Putin launched his unprovoked and unjustified attack on Ukraine,” said Senator Collins. “Since then, hundreds of thousands of citizens have been needlessly killed and displaced, as cities have been leveled in Putin’s pursuit to capture this free, democratic nation and reconstruct the boundaries of the former Soviet Union. President Volodymyr Zelenskyy and the proud Ukrainian people have fought valiantly to ward off this threat, and their efforts have helped to hold the line against further incursions by the Russians in Eastern Europe. For that, the people of Ukraine deserve the deepest of gratitude from free nations around the world.”
“Today, an axis of aggressors from Beijing to Moscow seeks an outcome in Ukraine that undermines the credibility of American deterrence and leaves U.S. interests more vulnerable,” said Senator McConnell. “Without a clear and resolute commitment to the leadership and order that underpins our prosperity and security, America’s adversaries will receive exactly what they hope for. There is no question the entire world is watching.”
“For three years, the Ukrainian people have shown incredible strength in the face of a brutal invasion by Vladimir Putin,” said Senator Kaine. “I’m disgusted by the spineless and groveling comments from President Trump, Vice President Vance, and other members of the cabinet, who seem to want to turn Russia’s botched invasion into a victory for a war criminal. The truth is that Russia’s illegal invasion backfired because it brought NATO members even closer together. I saw this firsthand just this weekend, when I visited Finland—one of NATO’s newest members—to observe a joint exercise between members of the Virginia National Guard and the Finnish Army. U.S. support for Ukraine has severely degraded the threat posed to the U.S. by a major adversary, with zero cost in American lives. It demonstrates our support for democracy and international law, which Russia and China are desperate to undermine. The United States is safest when we stand with the free peoples of the world against those who would oppress them.”
“Over the past three years, Putin’s illegal and unprovoked invasion of Ukraine has resulted in unimaginable death and destruction,” said Senator Schatz. “This resolution reaffirms longstanding U.S. policy that Ukrainians deserve to live in peace and with security, free from Putin’s constant aggression and campaign of terror.”

Ranking Member Shaheen has been a strong advocate for Ukraine in the U.S. Senate. Ranking Member Shaheen and Senator Tillis co-chair the Senate NATO Observer Group in support of the transatlantic Alliance. In February 2025, she visited Ukraine with Senators Tillis and Bennet in a bipartisan show of support, where they witnessed firsthand the devastating impact of Putin’s illegal war. She has advocated for strengthening NATO-Ukraine relations, pushed for increased military and humanitarian aid and supported sanctions against Russia.
